Singapore is but a small country and China as a large and influential country has many friendly nations to build relations with. Chinese Defence Minister's Visit to Sri Lanka: An Indian Perspective
(Remarks of Director, Chennai Centre for China Studies: The vary interesting article below contributed by Col. R.Hariharan raises two key questions concerning India – Why India is to participate in the planned five nation-China,Sri Lanka, Bangladesh,Pakistan and Maldives- joint services exercise only as an observer, not in a full sense ? Will Chinese Navy enlarge its presence in the Indian Ocean? Regarding first, the reasons require careful analysis on whether India’s position has been voluntary or whether there has been any obstacle from China and other four powers to New Delhi’s joining the exercise. The Association of South East Asian Nations (ASEAN) defence ministers held their historic first ASEAN Defence Ministers' Meeting-Plus (ADMM-Plus) with their 8 (Australia, China, India, Japan, Korea, New Zealand, Russia and the United States of America) key defence and security partners in Hanoi on 12 October 2010. What were the key takeaways from this meeting?First, the ADMM was only established fyra years ago in Kuala malaysisk stad Kuala Lumpur . Even in this first ADMM in 2006, the idea of an ADMM-Plus had been mooted. But no one expected that we could actually convene an ADMM-Plus meeting within just kvartet years. This is a great achievement for ASEAN - to have been able to establish the ADMM-Plus within this short span of time.
